Blue-feathered Necklace of Suck

Leveling my Paladin, trying to get the Blue-feathered Necklace, I spent over two hours grinding owlbeasts in Winterspring. I finally had to give up. There’s some theory that blood elves can’t get the drop, but that sounds fairly far-fetched.
Oh well, there’s thousands of XP down the drain.
UPDATE: It was confirmed not too long after this that there really was a bug preventing blood elves from getting the Blue-feathered Necklace to drop.
